Vintage wall art large - boy with horse

I literally have no idea what medium this is ? It’s on a thick board and looks like brush strokes but it’s too flat, so I then thought was a print but it’s flat to whole board so I’m flummoxed selling as just a super cute styling piece which would benifit from being in a frame.
